Doug Tugwell and his brother Lloyd were both born and lived their life in Victor Harbor and because of their sporting achievements were considered sporting legends in that town. A country town with brothers both playing for Norwood.

Although only a short time at Norwood Doug played in the Norwood Colts premiership team of 1940 and then achieved the ultimate the following year of being a league premiership player in the 1941 league team. His league career was interrupted by war service.
